Shipping from Johor to Singapore: the documents to prepare

Trucking goods across the Causeway or the Second Link is one of the fastest ways to reach Singapore. Most delays don't come from traffic, though. They come from paperwork that's missing or doesn't match. Every shipment needs two declarations: one to leave Malaysia and one to enter Singapore.

On the Malaysian side: the K2

All commercial exports by road need a K2 export declaration. It's filed electronically through uCustoms by a customs agent licensed by the Royal Malaysian Customs Department. The exporter is still responsible for what's declared, so the details on your invoice need to be right.

On the Singapore side: the import permit

The importer in Singapore needs an import permit, applied for through TradeNet before the goods arrive. To do that, the importer needs a UEN (Singapore business registration number) and an activated Customs Account. Most importers appoint a declaring agent to handle the permit for them.

Singapore charges GST on imports, currently 9% of the CIF value (cost, insurance and freight). Dutiable goods also pay duty.

Your document checklist

  1. Commercial invoice, with the value, currency and Incoterm clearly stated
  2. Packing list, with quantity, weight and dimensions per carton or pallet
  3. HS codes, the correct tariff code for each item, used on both declarations
  4. K2 export declaration, filed in Malaysia
  5. Singapore import permit, filed in TradeNet before the truck arrives
  6. Extra permits, only if your goods are controlled, such as food, chemicals or certain electronics

At the checkpoint

Goods are cleared at Woodlands or Tuas Checkpoint. The driver must present the printed permit, the invoice and the packing list, together with the goods. Partial clearance isn't allowed at either checkpoint, so the whole shipment clears at once. One wrong document can hold up the entire load.
